He has *always* been a monster. Do a google search for "Giuliani 1982 Haitian opression" --- this man is a fascist, pure and simple. I lived in New York from '99-'00 and am convinced that the collective bad will of a whole city full of poor people helped give him cancer. I'm just a little sad we couldn't kill him.
